The U.S. Navy, facing evolving threats, is seeking small unmanned surface vessels (USVs) capable of carrying flexible payloads over 1,000 pounds, sustaining prolonged operations, and being produced quickly. Navy Secretary John Phelan emphasized this urgency during a Senate Armed Services Committee hearing, stating that future conflicts cannot be won with outdated platforms. He underscored the importance of rapidly producing and integrating unmanned systems across air, surface, and subsurface domains to ensure success in modern warfare. The current domestic offerings, however, do not meet these requirements, prompting a reevaluation of the Navy's capabilities and production strategies.
