FCC Plans New Regulations for Drone Communications and Ground-Based Radar Systems

The Federal Communications Commission (FCC) is set to consider new regulations aimed at enhancing drone communications and counter-drone detection during its open meeting on November 19. These proposals seek to broaden access to radio spectrum for unmanned aircraft systems (UAS) and advanced air mobility, which includes electric vertical takeoff and landing (eVTOL) aircraft.
This initiative is part of a larger effort to modernize aviation communications and bolster domestic drone technology. Notably, the FCC's Chairman Brendan Carr announced the planned vote on October 28, following a separate initiative to permit drone communications in the 800 MHz Cellular band, with a vote scheduled for October 29. The proposed changes would replace current licensing requirements with a nationwide system, facilitating data communications for low-altitude operations.
The FCC's proposals also include allowing ground-based radar systems to operate in the 24.45–24.65 GHz band for drone detection and tracking. This change is significant for enhancing security near sensitive areas such as airports and critical infrastructure. No further timeline was disclosed at the time of publication.
