COSL-Fugro joint venture in Shenzhen offering offshore positioning, survey and work-class ROV IMR; runs 30+ ROVs and builds its own FCV-series ROVs.
China Offshore Fugro Geosolutions (Shenzhen) Co., Ltd. (COFG), widely known as COSL-Fugro, is an offshore positioning, seabed survey and ROV services company headquartered in Nanshan District, Shenzhen. It is an equity joint venture of China Oilfield Services Limited (COSL), the oilfield-services arm of the CNOOC group, and Fugro Consultants International N.V. of the Netherlands. The business traces back to 1983, when CNOOC and the UK's Racal Survey Group set up China Bohai Racal and China Nanhai Racal as positioning survey joint ventures. Fugro reported in 2013 that it held 50% of the venture and that a ten-year extension of the joint-venture agreement took effect on 23 August 2013. The company works across the offshore oil and gas life cycle, from exploration and field development to installation, production support, inspection, repair and maintenance (IMR) and decommissioning.
ROV services are the core of its marine-robotics activity. According to a 2024 exhibitor profile published by the China Diving and Salvage Contractors Association, COFG operates and manages more than 30 work-class ROV systems, runs a remote positioning centre and an ROV control centre, and has a workshop of nearly 3,000 square metres with assembly and test facilities for positioning and ROV equipment. Its website lists ROV systems including the COFG-ROV-CFCV 1500, CFUV 1000, FCV 2000D, FCV 3000C and Sealion MK-II. ROV applications listed by the company include conventional and deepwater drilling support, inspection and repair of oilfield facilities, subsea installation, pipeline and cable lay support, ROV-borne seabed geophysical survey and subsea intervention. The company says it began introducing deepwater ROVs and deepwater positioning systems in 2010.
COFG has moved from operating imported vehicles to building its own. Shenzhen Evening News reported in April 2026 that the company completed an underwater robot R&D and manufacturing centre in 2025, finished three self-developed ROV systems within about a year, and had put the first two to work in Chinese waters including the South China Sea. The third, the FCV3601, is a 3,000 m-class heavy work-class ROV that passed factory testing and was being prepared for shipment to an overseas offshore engineering project; the report described it as the first self-developed heavy work-class ROV from Shenzhen to be exported. Baird Maritime separately profiled the FCV3001, a 3,000 m-rated work-class ROV developed with Fugro under the COFG umbrella, with a 150 hp (110 kW) power unit, about 4.1 tonnes displacement, two manipulators and speeds of up to 3.5 knots.
Alongside the vehicles, COFG supplies ROV tooling and subsea support equipment, including torque tools and torque-tool calibration systems, linear valve-operating tools, cutting and grinding tools, cleaning, dredging and jetting tools, hot-stab and receptacle tools, a subsea intervention skid, subsea control systems and pipeline inspection systems. In February 2021 it commissioned a constant-tension armoured-cable handling system developed with a domestic marine equipment maker, with a tensioner rated to 15 tonnes, a drum capacity of 40 tonnes, a cable diameter range of 12 to 75 mm and more than 90% domestic content.
Its survey and positioning business covers seismic and vertical seismic positioning, well-site and pipeline route survey, rig and jack-up positioning, facility installation and pipelay positioning, cable route survey and post-installation survey, supported by a network of more than 100 differential reference stations worldwide. It also sells differential correction signals for dynamically positioned vessels, and offers GIS, the NorthStar monitoring information system, jacket deformation and settlement monitoring, online jacket monitoring and marine environmental monitoring.
Customers named by the company include CNOOC, CNPC, Sinopec, COOEC and Husky. Representative projects include the Panyu 35-1/35-2 subsea production system installation, multi-year ROV inspection and repair contracts for CNOOC Shenzhen and Zhanjiang, subsea inspection at the Yacheng 13-1/4 gas fields, CNPC's gas hydrate pre-production project, COOEC's Zawtika 1B development in Myanmar and an ROV survey for a CLP offshore wind met mast. In 2021 it provided positioning for the tow of the Shenhai Yi Hao deepwater energy station to the Lingshui gas field and planned ROV support for its mooring hook-up.
The Shenzhen headquarters hosts the underwater engineering and engineering survey divisions and a technology centre, the positioning and navigation division is in Tianjin, and base workshops operate in Zhanjiang, Huizhou and Hainan. The company holds a Bureau Veritas management-system certification and is recognised as a national high-tech enterprise.
