Company Overview

HAVELSAN is a Turkish defence and advanced-technology company headquartered in the Çankaya district of Ankara. It was established in 1982 under the name HAVELSAN-AYDIN and began operating as HAVELSAN in 1985, with 98 percent of its capital owned by the Turkish Armed Forces Foundation (TSKGV). The company describes itself as a subsidiary of TSKGV and develops software-intensive products, solutions and services for the armed forces, public institutions and private customers in Türkiye and in nearly 30 other countries. Its business areas are command control and defence, simulation and training, information and communication technologies, robotics and autonomous systems, and cybersecurity. A second major site, the Naval Combat Management Technology Center, is located in Pendik, Istanbul.

HAVELSAN's naval background is the basis of its uncrewed marine work. The company calls itself Türkiye's sole Combat Management System provider: its ADVENT network-supported combat management system was started in 2010 with the Turkish Naval Forces, and earlier naval programmes include the Genesis CMS (2005), the Ship Data Distribution System (2006), MİLGEM combat systems (2007), the SEDA submarine command and control system (2013), the Turkish Straits Vessel Traffic Services system (commissioned in 2022) and combat management systems for all Reis-class submarines (final delivery in 2022). In 2021 it launched its Digital Troops programme, which covers autonomous driving and swarm operation of uncrewed surface, air and ground vehicles.

The company's uncrewed surface vehicle line currently has three published models. SANCAR is an armed USV developed with Yontech (Yonca Onuk Shipyard). It is 12.7 m by 3.3 m, displaces 9 tonnes, has an advanced composite planing hull built by vacuum infusion, and is powered by two diesel engines driving two waterjets. HAVELSAN gives a maximum speed above 40 knots, an economic speed of 20 knots, a range of more than 400 nautical miles, more than 40 hours of operating time and operation up to sea state 4. Payload options include a 12.7 mm remote-controlled weapon station, a 2 x 2 surface-to-surface missile system, a telescopic sensor mast and a launch-and-recovery system with side-scan sonar for mine countermeasures. SANCAR is the first uncrewed platform to use HAVELSAN's ADVENT ROTA mission system, and it carries COLREG-compliant autonomous navigation, the BlueVision AI perception module and the NAUTIS platform control and monitoring system. Its first trials were completed in 2022, ADVENT ROTA Phase-1 factory acceptance followed in 2023, and SANCAR was delivered for operational use after acceptance in 2025.

USV-12, developed with VN Maritime Technologies, is a 12.7 m by 3.2 m, 7.5-tonne GRP craft with two gasoline engines and propellers, a maximum speed above 45 knots, a range of more than 150 nautical miles, sea state 5 capability and room for a crew of four, so it can be run in manned or uncrewed mode. It targets reconnaissance, surveillance, patrol and search and rescue, with optional surface warfare and mine countermeasures fits, and communicates over RF line of sight, LTE/5G, SATCOM and LEO links. ÇAKA is a submersible kamikaze USV concept: 8.5 m long with a 3.3 m beam, 3.6 tonnes and more than 50 knots on the surface, able to navigate autonomously above and below water. HAVELSAN has filed a Turkish patent application for the submersible kamikaze USV design (2024/003310).

Beyond the sea, the Digital Troops family includes the BARKAN and BARKAN 2 medium and KAPGAN heavy autonomous UGVs, the BAHA, BOZBEY and BULUT UAVs, the POYRAZ quadcopter and the CENGAVER digital soldier. BARKAN entered the Turkish Armed Forces inventory in 2023 as the company's first operational platform product, and BAHA entered the Turkish inventory the same year after an export sale. HAVELSAN is also active in flight and land-vehicle simulators, the national e-justice and election IT systems, biometric data management, and its MAIN generative AI model, so uncrewed marine vehicles are one product line inside a much broader defence software business.
