Executive Summary
The European Defence Industry Programme (EDIP) is a €1.467 billion two-year initiative adopted by the European Commission on 30 March 2026. It represents the EU’s most comprehensive and fully funded effort to restructure and industrialise its defence sector in response to the deteriorating European security environment.

1. Counter-Drone Systems — Common Procurement
CALL: EDIP-P-2026-FNLC-CPA-CDS | BUDGET: €30M | DEADLINE: OCTOBER 2026
The first common procurement call dedicates €30 million to the joint acquisition of integrated counter-UxS systems by Member States and associated countries. This is the programme’s most direct counter-drone investment, reflecting the rapidly escalating role of commercial and military drones as a front-line threat.
Eligible systems span VSHORAD and SHORAD-class integrated solutions or component parts:
Sensors and detection arrays
Kinetic effectors (projectile-based intercept)
Non-kinetic effectors, explicitly including directed energy weapons (DEW)
Command, control & coordination (C2) for multi-domain UxS threats: aerial (UAV), ground (UGV), surface (USV), and underwater (UUV)
Procurement contracts must include provisions for rapid system upgrades based on evolving battlefield lessons — institutionalising a software-defined, iterative upgrade model characteristic of modern drone warfare. Minimum common procurement value: €20M. Maximum EU contribution: €20M per project.
2. Unmanned Systems & Counter-UxS — Ukraine Support Instrument

This is EDIP’s most robotics-intensive call, targeting EU-Ukraine cross-border industrial production ramp-up for unmanned systems — both offensive/strike and defensive/intercept variants. The programme funds manufacturing capability, not R&D.

Swarming UxSs including FPV variants, modular payload configurations, and relay/repeater nodes

3. Key Electronic Components — UxS Supply Chain Industrialisation

Framed as an industrial reinforcement call for electronic components, this is effectively a €122 million subsidy programme for the European unmanned systems supply chain. The work programme explicitly names FPV drones, interceptor drones, AI/autonomy-enabled UxS integration lines, missile seekers, and EW-resilient C4ISR as the primary end-use products this call is designed to serve.

4. Missiles, Ammunition & Loitering Munitions
CALL: EDIP-USI-2026-LS-IRA-MAB | BUDGET: €180M | DEADLINE: OCTOBER 2026
The programme’s largest Ukraine-specific call covers missiles, conventional ammunition, and guided strike systems. Drone-adjacent categories receive explicit scope:
Loitering munitions (all variants)
Rockets and smart bombs
Air defence missiles and ammunition including counter-UxS systems
Deep strike capabilities including long-range missiles
Eligible production modalities include joint filling plants, scale-up of UxS production lines, and MaaS. Maximum EU contribution: €30M per project, funded at up to 100% of eligible costs under USI. A parallel energetic components call (€166.4M) covers upstream supply: propellant powder, explosives, propulsion systems, warheads, and electronic fuzes.
5. C5ISR & Space — The Autonomy Backbone

This common procurement call funds the sensor, communications, and navigation infrastructure underpinning autonomous and remotely operated systems. Eligible categories directly relevant to UxS operations:

Galileo-enabled equipment including PRS receivers — EU-sovereign, jamming-resistant drone navigation
Counter-jamming and counter-spoofing systems (critical for EW-resilient UxS design)

6. AI, Autonomy & Future Technologies — BraveTechEU Innovation Action
IBA | BUDGET: €35.3M | DIRECT AWARD TO UKRAINE’S INNOVATION DEVELOPMENT FUND (BRAVE1)
EDIP’s pure-play AI and emerging technology instrument. Ukraine’s Innovation Development Fund (via Brave1) will run competitive sub-grants of up to €200,000 per project targeting more than 170 funded entities. Entry TRL: 4+; target exit TRL: 7+ for 60% of funded projects. Eight FSTP call categories:

7. FAST — Equity Financing for Defence Tech SMEs
FACILITY: FUND ACCELERATING DEFENCE SUPPLY CHAINS TRANSFORMATION | EU GUARANTEE: €100M | TARGET: €1B+ FUND-OF-FUNDS
The FAST guarantee contributes €100 million to Defence Equity Facility 2.0 (DEF 2.0), a fund-of-funds managed by the EIF targeting growth-stage SMEs and small midcaps. With additional co-funding from the European Investment Bank and Member States, the facility targets at least €1 billion in investment capacity. Explicitly named priority capability areas:

9. Key Observations for the Robotics Industry
9a. UxS is the programme’s most cross-cutting technology
Drones and unmanned systems appear in every major EDIP funding pillar simultaneously — as procurement targets, as the intended end-product of component supply chain investments, as subjects of Ukraine-specific production ramp-up, as innovation challenge topics, and as a named equity priority. No other technology category has this breadth of representation.
9b. The KEC call is the UxS component industry’s primary opportunity
The €122.25M Key Electronic Components call is structured as a comprehensive subsidy for EU-based producers of core drone electronics. Companies manufacturing flight controllers, ESCs, thermal cameras, datalink modules, FPGAs, or GaN RF components with defence applications should treat this as a primary funding target. Deadline: February 2027.
9c. Ukraine-EU industrial integration is structural, not ad hoc
USI calls require cross-border EU-Ukraine industrial cooperation as a programme objective. EDIP is building permanent joint production infrastructure — co-located filling plants, shared assembly lines, MaaS capacity — with the explicit goal of integrating the Ukrainian DTIB into the European DTIB. This has long-term implications for European drone sector supply chain geography.
9d. Humanoid drones signal the next frontier
The inclusion of “humanoid drones” in BraveTechEU’s future technologies FSTP category is a first for an EU defence funding document. At TRL 4+ entry, the programme is actively inviting applied development proposals for embodied autonomous systems with military applications — a clear signal that the convergence of humanoid robotics and defence is entering formal EU policy.
9e. Battlefield iteration is built into the funding architecture
Multiple calls include contractual requirements for provisions enabling rapid system upgrades based on evolving battlefield lessons. Applied consistently across counter-drone, UxS, and loitering munition calls, this language institutionalises a software-defined, iterative upgrade model as a procurement standard — a significant shift from traditional defence acquisition cycles.
